After leaving school Maxwell worked as a stockman on 'Booroomba' and 'Tidbinbilla' stations and by the late 1930s he was a forestry ranger, working at arboreta such as Bendora and Stockyard Creek. He served in World War 2 with the 2/6 Field Regiment (part of the 7th Division) in the Middle East in Syria and Lebanon and then in Papua.
